Diagnosis

Length: 0.9 mm. Body all black except antennal scape and pedicel yellowish, rest of antenna yellowish brown, funicular segments 3-5 occasionally ligher. Eyes small, with a prominent narrow ledge near upper margin. First abdominal tergite lacking the characteristic, upwardly curved horn. Male antenna 10-segmented. Wing venation represented by short submarginal vein terminating with a spot.
